Riverside County turns on the I-15 smart freeway in Temecula

RCTC: The Riverside County Transportation Commission activated its I-15 Smart Freeway Pilot Project Monday, covering the non-tolled northbound stretch from the San Diego county line in Temecula to the 15/215 interchange in Murrieta. Sensors monitor traffic in real time, and adaptive ramp meters at Temecula Parkway, Rancho California Road, and Winchester Road adjust how many cars enter during peak afternoon and evening hours. Digital signs display recommended speeds.

RCTC, working with Caltrans, WRCOG, and the City of Temecula, will run the pilot for two years before deciding whether to expand it statewide. The agency says the system collects flow data only — no photos, no tickets, no personal information.

The framing worth watching: this is a $33M bet on managing demand rather than adding capacity. If it works on one of the IE's worst chokepoints, it becomes a template Caltrans can apply elsewhere for a fraction of a lane-widening's cost.
